Minutes: The Chair welcomed everyone to the meeting.Ìý In line with recent legislation for Civic
Government Hearings, the parties (and any representatives) were given the
options for participating in the meeting today.Ìý
The options available were by video call, by audio call or by written
submission.Ìý For this hearing it was noted that the Applicant would not be in
attendance. It was also noted that Patricia Murray, Objector, would not be in
attendance, as her objection had been resolved. Janice McIlwraith, Objector, opted to proceed by way of written
submission and a copy of this was contained within supplementary agenda pack 1
issued on 5 August 2024 and was considered by Members as part of their
deliberations. The Chair invited the Licensing Standards Officer to speak to the terms
of the report and thereafter the procedure set out in Appendix 7 of the report
was followed. In the absence of the Applicant and Objectors, the Chair invited debate
from Members. DEBATE Councillor Hardie said he would be happy to
grant this licence and noted that one of the Objectors had had her issues
resolved. Councillor Philand confirmed that he would
also be happy to grant the licence. Councillor Howard sought and received
confirmation from the Licensing Standards Officer that it would be listed on
the licence that the maximum occupancy would be 2 people. Councillor Howard said she would be happy to
grant the licence. Councillor Green advised that he appreciated
the points raised by the Objector and commented that there would always be
conflicts with neighbours especially in flatted properties, and that was why
there were conditions to attach to the licence and those conditions should adequately
deal with the issues raised by the Objector.Ìý
He noted that the other Objector had withdrawn their objections and said
he could see no reason to refuse this application. DECISION The Committee agreed to grant a short-term let licence to Ms Downie
subject to the inclusion of additional conditions in respect of Antisocial
Behaviour; Privacy and Security; Noise Control in Flatted Premises; Littering
